every time I open excel and outlook express I get the
following msg:

Cannot delete ntuser.dat. It is being used by another
person or program.

How do I eliminate this?

The only reason I can imagine that Excel or OE would want to delete your
user registry hive is due to malware on your system. You need to scan
for viruses, spyware and trojans.
