ntfs boot diskette

I have Windoze XP Home with both a FAT32X boot drive and a secondary NTFS
drive. How can I make a floppy boot diskette to see both drives ? I tired
copydisk of disk 1 of the XP setup disk and adding boot.ini, ntldr and
netdetect and it says it cannot find ntldr when I try to boot the floppy.
