November Security Patch 03-049 (828749) Buffer Overrun

We just applied the patch from the above security bulletin
on an IBM Desktop running XP.

After applying the patch, the machine rebooted and is now
in a continuous reboot loop - never starts windows - never
gives and error - it just keeps rebooting.

Any ideas?

Reboot tapping F8 each second
Select Safe Mode at the menu
Go to Add/Remove Programs and uninstall the patch.
Otherwise reboot tapping F8, choose "Last known good configuration"

Reboot
Disable all unnecessary applications including antivirus.
Install the patch by double clicking the downloaded file.
