Notice Window - Downloads

My voicemail is captured as a file on my computer. Recently, when I click to
listen to a message, a window has begun to appear labeled "Downloads"
telling me they've all been placed on my desktop. The window contains a
button marked "Clean up" which (without any instructions to the contrary)
seemed to indicate the proper thing to do after listening to the message was
to... push the button.

Windows XP is kindda like the idiot administration currently in Washington,
it seems to think it has eminent knowledge on all subjects, can exercise
complete control over everything, and have no obligation whatsoever to
notify the lowly user. Could this recent appearance be the result of some
update MS has made but failed to tell me about?

Can someone give me assurance that there's nothing to be concerned about
with the sudden appearance of this window and there is a way to suppress it?
Then all I've have to deal with is the frustrations spewing from Washington.

I'd say this is more likely to do with either the software you use for your
voicemail, or your email client....rather than Windows.

Re Washington - there's supposed to be a patch for that, but not for another
coupla years - and it won't be fully regression tested.
