Nothing Clickable after second restart after system restore

I recently restored my computer and it works fine after the second restart
but everytime i try to restart the computer after that it loads and logs into
windows fine but nothing on the desktop or toolbar is clickable it gives me
an hour glass signaling its busy but the busy light onthe computer is not on.
I can start the computer in safe mode and it works fine but it normal mode I
cannot do anything except open the task manager. I have checked for viruss
with stinger/adaware/avg/spybot/spywareblaster in safe mode and have found
nothing. I also made sure nothing bad was starting up in msconfig, but I
still get the problem? any solutions to this weird circumstance?

To repair all system files, go to Start/Run, and type: SFC /SCANNOW

If you run an XP "Upgrade"setup, from the original, or "Gold" version of the
setup CD, and you have SP2 installed, it will go into a setup loop, and you
will lose your install. Uninstall SP2, BEFORE you do a Upgrade setup from CD
(that lacks sp2 on it.)
