Not receiving emails from a specific domain - Outlook 2k3 & 2k7

I couldn't find a search term that would show any messages that dealt with
this issue so I apologize if this has been asked and answered already.

I moderate a website that sends me messages when I receive a new PM, or a
reply to a message I've posted in. I've received these forever. All of a
sudden I stopped receiving them. I contacted the administrator of the
website who assured me that everything was working properly on the server
end. I double checked all settings in my website account profile and
everything is set properly there. I contacted my ISP to find out if the
domain or website was black-listed. They were unable to find any indications
that the problem was on their end.

About a month later I installed new HDDs and a complete reinstall of Windows
XP sp2. Installed Outlook 2k7 and all of a sudden I'm receiving the emails
again. After about a week they stopped showing up again. (No settings
changes made during this week). I snooped around the settings and found the
Safe Senders tab in the Junk E-mail Options page and added the email address
the messages are sent from. Next thing I know I'm receiving the emails
again. For about two weeks... Then, no more emails from that source.

I receive emails fine from everywhere else (as far as I know anyway), and I
can send emails fine as well.

What would be causing this phenomenon where I don't get emails from a single
email address?

Did you connect to the mailbox on the POP server via a web interface to see
if the messages were there but not being downloaded by Outlook? If not, you
should. If the messages are in the mailbox but Outlook doesn't get them,
then there's a problem with Outlook. If the messages aren't there, then the
problem probably lies on the sender side.
