Not enough quota to process this command

I have been getting the follwing error message once I
start my computer and have been online for few
minutes...."not enough quota available to to process this
command". Within a few minutes of being online, the
computer progessively gets slower until it totally
freezes up and I get the error message "not enough quota
to process this command".

I have a new Dell with 512MB Dual channel shared DDR
SDRAM @ 333MHz, Pentium 4 processor 2.4GHz.I am not
running and huge programs.

I am online with SBC DLS.

Obviously, I am pretty new with computers, but I take and
impliment directions well. Please help.

Can I put a thread on annoyances.org about people who just respond "google it" or "I found this on google" (but obviously didn't read it or can't fathom some of us have been searching on search engines for hours on end to find fixes)?

I don't know, can you? Since you are posting from one of those parasite
websites that pretend they are a "tech help forum" but are really
sucking off Usenet posts, I don't know what options are available to
you.

Try using a real newsreader to access Usenet. Since it upsets you to be
told to "Google it", I won't suggest you Google "Usenet". Here are

Since you are using a web interface, you may not realize that this is
really a newsgroup. You will get far more out of this resource if you
learn to use a newsreader. There are many good newsreaders for Windows,
but you can use Outlook Express since you already have it. Here are
