not allowed to change passwords

I use a win2000 DC and users need to change their password every so often.
However on some user accounts it tells them they are not authorized to
change their password, even tho the system prompts them to do so.
Where can this error be ?

Check their user account properties/account for "user can not change
password" to make sure it is not enabled. -- Steve
