Not able to Send messages

Recently I got set up with DSL. Shortly after, not the same time, Outlook
started doing a few odd things. It will not send my e-mails - they all come
back as unable to send. (I CAN receive e-mail though) I carefully reviewed
all the e-mail account options/setting - a hundred times. Each time I test my
settings, the last "step" in the test fails. The others are fine. It tells
me to check my e-mail address field which is fine. I called my internet
provider (Earthlink) and they couldn't do anything but go through the
settings with me again. I tried changing the outgoing server so that it would
require authentication. That didn't work, so I switched it back. I finally
ran "detect & repair" which didn't do anything. I think it's possessed!

Any idea what may be affecting this?

Outlook is having other issues as well. I think it's a fall bug! In the
message, when I type in the recipient's name and that blurb comes up saying
which account it is sending from, it's the name of an account no longer
there. It's little quirky things that make me think something is corrupt -
but this is after I ran "detect & repair". My default view changed from the
Inbox to Contacts. Without asking me first!!!

And the exact test of one of those rejections is?
Outlook is having other issues as well. I think it's a fall bug! In

Detect and Repair won't affect that. It's a problem in the mail profile.
Click Tools>E-mail Accounts>Next. Post what you see.
