Normal user access to restricted devices; how-to?

I am running a Windows XP Pro installation (eng) with SP1
installed. On my system, there are 3 normal user accounts
and 1 administrator account. The administrator account has
of course no problems accessing for instance the CD/DVD-
burner and the SCSI scanner. Normal users (and Power
users) however are uanble to access these devices.

How do I enable access to these restricted devices to
users that does not belong to the administrators group?

Reinstall programs as administrator (right click setup.exe
or equivelant and select RUN AS, then choose admin). The
rest is self explanatory.
