No sound at startup or shutdown

I get no sound when I start windows or close it down. All
the default sounds effects cause a blip sound from the
speeker in the computer. The sound effects can be played
using the sound settings, DVD and other media file play
ok os I know the sound card is working.
Can any one help please.

I went to Sound and checked Windows logon and logoff
both had sounds assigned. They were not the same as
Windows Start and Exit, so I changed them and had no
effect, made them the same as the Start and Exit sounds,
still no effect. I am logging to a LAN and using Tweak
to log in.
