No Save/Open dialogue when trying to download .EXE file.

Subject pretty much says it all:

I no longer get a Save/Open dialogue when trying to
download an .EXE file. It tries to open in a full
Explorer window, which usually results in a red X.

Anyone have any tips about how to fix this?

I KNOW HOW TO RIGHT-CLICK AND SAVE AS. I'm looking for
how to restore this feature for the times when right-
clicking isn't an option.
