No Pop-up bubble to show new hardware or internet connection

Hi,

I'm not having any problems with the devices themselves, but everytime
I plug in a new USB device, it goes through all these steps using a
wizard in order to "install" the drive and it takes up to 2-4 minutes.
It does not, however, show the little pop-up bubbles that show up in
other computers that show stuff like "New Hardware Found" or "Hardware
ready for use" or something like that, which usually takes only less
than a minute (like all plug n plays should).

Once the device is installed, it works 100% perfectly. And I don't have
to go through that process everytime I plug in the device (obviously).

A long time ago, I had disabled a lot of services, so it could be a
service that I had disabled. But I looked through them and all the ones
that are talking about "Universal Plug and Play" or similar are on
"Automatic." So I don't know what to do. System Restore won't help me,
because this has been going on for a year already. I just never needed
to use different flash drives as much before, so it was never a
problem.

Any help would be appreciated.

You may have disabled Tool Tips and/or Ballon Tips.

To restore these tips, open the Registry Editor (Start > Run > regedit.exe)
and navigate to:

For Tools Tips

[HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced]
Name: ShowInfoTip
Type: REG_DWORD
Value: 1

The value of 1 will turn on the Tool Tips and a value of 0 will trun off the
Tool Tips.

For Balloon Tips

[HKCU\Software\Microsoft\Windows\CurrentVersion\Explorer\Advanced]
Name: EnableBalloonTips
Type: REG_DWORD
Value: 1

The value of 1 will turn on the Balloon Tips and a value of 0 will trun off
the Balloon Tips.

My Tool Tips was already a value of 1, but that helped me with the
Balloon tips, thanks.

Now I just need to figure out how to get my USB drivers to
automatically install!
