NO ip address

When I try to ping the loop back address (127.0.0.1)
I recieve the error message "unable to initialize windows
socket interface, error code 0"

Also When I try to renew the IP with ipconfig I
recieve "An Error occurred while renewing interface : the
system cannot find the file specified.

When I check the services that are running it lists dhcp
client as starting but it never quite gets there. I
checked the dependencies and it has all of the correct
one's ie:AFD, Netbios over TCP/IP, and TCP/IP Protocol
driver.I tried changing the logon to the administrator
account but then it wouldn't even try to start. I've
change the network card and the new one is in a different
PCI slot. I tried to use the NETSH int ip reset
resetlog.txt and recieved this error "Initialization
function InitHelperDLL in IPMONTR.DLL failed to start with
error code 10107. I'm at my wits end. ANY and all help
would be appreciated.

After getting the InitHelperdll error I ran regsvr32
ipmontr.dll and recieved the error "ipmontr.dll was loaded
but the DllRegisterServer entry point was not found.
This file can not be registered"
