netsh command error 10107

I work at a college and I have multiple machines with this
error message... "initialization function
inithelperdll in IPMONTR.dll failed to start with error
code 10107" when I try to run a netsh int ip command.

why is this? and what do I do to get these machines
reconnected to the network and out to the internet? I
have found very little that helps in the KB. PLEASE email
me if you have a fix for this

I'm seeing this same error message - code 10107. My
research points to Norton AntiVirus 2002 having been
uninstalled. But, why when I physically switch network
adapters (remove original realtek rtl-8139 nic replace w/
3com 3c905 nic) do I get the same error? Symantec article
mentions a dependancy on the symtdi service. I can't find
this dependancy in my registry. how do I get tcp/ip
reinstalled on xp?
