No disk 3 for update tools

I have Windows XP Embedded w/SP1, I was trying to update to SP2 and feature
pack. I read online that I have to SP1->SP2->Feature Pack 2007 and that I
have to use disk 3 to update to SP2 first. But my set of CDs are different, I
don't have disk 3 update disk, starting from disk 3 is already language pack
(disk 3 to 8). Where can I get the updaet disk 3, it's not on MS web site.

I believe disk 3 is the SP2 update, which you will need to download
separately.
