No delay for tooltips

I am facing the following problem: when I try to use some applications
(namely MSN Messenger), I get very annoyed by the tooltips - I don't know
why, but looks like there is no delay in popping them up. So, when I pass the
mouse over anything, I get tooltips all the time.
How can I either increase the time for them to appear, or disable them?

Thanks, but didn't work... the problem is not with the balloon notifications
out of the tray area, but with the tooltips over the open MSN Messenger
windows.
Actually, this is a problem with all applications, not only MSN Messenger...
