No access to Google sites

I use Windows XP and either IE or Firefox to access the web. I was able go to
all google sites until 3 weeks ago. Now, whenever I try to go to a Google
address, my PC gives the following message " THE CONNECTION HAS TIMED OUT.
THE SERVER AT WWW.GOOGLE.COM IS TAKING TOO LONG TO RESPOND...." It also
continues to say, among other things, my firewall might be blocking access.
I scanned my PC with my antivirus and Spybot programs. All is okay.
I temporarily stopped Windows firewall and my antivirus program: IE and
Firefox still couldn't access Google.
I installed Portable Firefox on a USB drive with another computer (also
using Windows XP) that can access Google sites. The Portable Firefox on the
good PC was able to access Google. The Portable Firefox gave me the same
message when I tried to access Google sites with the bad computer.
Where else should I look?
PS: My computer has been kept up to date by receiving Microsofts updates
automatically.

Is SP2 installed ? If so, go to Start > Run > type in

cmd
Click OK

At the Command Prompt type in and press Enter
after *each* command

proxycfg -d

net stop wuauserv
net start wuauserv

netsh winsock reset


You'll receive a message that the Winsock will be rebuilt on restart
Type in

exit
Press Enter
Restart the system
Did that resolve the issue ?
