nic card properties window inaccessible

Windows2000
Dual 1.7Ghz HP computer.

I have 2 nic cards, both functioning. One is built into
the motherboard. I often need to change IP addresses.
Recently "something happened" and the properties window
for these became inaccessible.

1) The icons on the Start bar disappeared.
2) RightMouse on "My Network Places" and selecting
properties shows "Make New Connection" but not the two nic
cards like it used to.

The nic cards are functioning and I have access to my LAN.
Also "ipconfig" shows both cards.

But I can't change the settings!?!

I have uninstalled and reinstall one of the nics.
I have installed a new nic card to try to bring back the
properties access.
I have installed service pack 4.
No avail.

Please Help,
