New Window Won't Open

When connecting to a website where a hyperlink is supposed
to open in a new window, that link will not work. For
example, when I am on my home pc I cannot get my Microsoft
updates because when I select the readme file it is
supposed to open up in a new window.

I have compared all my internet options to my work pc. I
have downloaded the explorer 6 with the latest service
pack. When I right click on the readme file for example,
the option is not grayed out but it just won't open up a
new window. I just recently switched over to an internet
cable connection. I am not sure if there are settings
that the cable provider has disabled or not.

If someone could provide an answer to why I am not able to
load a new window, that would be very much appreciated.
