New Taskbar

How can I put a new taskbar on the desktop? I am running Windows Vista
Ultimate and I want to put the office taskbar at the top of the desktop. I
want this to be separate from the Windows taskbar. I did this in WinXP with
no problem but I cannot figure out how to to this in Vista.

make a new folder in for example your documents folder and call it
officetaskbar put some icons in it. then drag and drop that folder up to
the top of the screen so it will "stick" and become a toolbar, you can later
remove the title of the toolbar with right click.

the old way is no longer available in Vista....

if you need help with what I said above tell me and ill provide screenshots

to clarify.. you will be draging and droping the folder and your mouse curor
(that is holding the folder) will "collide" with the very top of the screen,
and THEN you will release the mouse button.. then the folder will become a
taskbar on top
