Windows Aero puts desktop in back

I am running Vista Ultimate, with the "switch between windows" icon on the
taskbar. When I click the icon to turn on Flip 3d, the desktop window
always appears at the rear of the stack. Is there a way to set this so
that the desktop window appears at the top of the stack?
