New message icon in taskbar not appearing in task bar in 2003

I have rules set up to automatically send certain messages to sub-folders,
and the envelope icon used to show up in my task bar when these messages
arrived, but I recently ugraded to Outlook 2003, and now the envelope only
shows up for messages arriving directly in the Inbox.

I've looked at posts on similar problems, and saw the advice to perform the
instructions on this website:
http://www.howto-outlook.com/howto/mailalert2003.htm, which I've done, but
that only works on Desktop Alerts, not the envelope. I personally don't like
the desktop alerts, and had them disabled entirely until I tried that method,
so is there any way I could instead be notified by the old envelope for
messages arriving directed by a rule?

Click Tools-Options
Click the Preferences tab
Click the Email Options button
Click Advanced E-mail Options
Make sure that Display a New Mail Desktop Alert is ticked.

I've done that, and the envelope is still only showing up for messages
arriving straight into the inbox, not directed to sub-folders by a rule.

I believe that in Outlook 2003, this only works for e-mails that are in the
default Inbox.
