New Hardware Wizard Problem

Running Windows XP SP2 on a Dell Latitude D610. Quite often, when I plug
something into one of the USB Ports, the New Hardware Wizard flashes
backwards and forwards rapidly between the initial screen that is displayed
and the Searching for Drivers screen. If I leave it "run", it will
eventually stop and a message appears in the Task Bar advising that there
was a problem installing the software for the new device and it may not
function correctly. (That process (of failure) can be speeded up by trying
the click on the Cancel button, but you have to be quick)

If I open the Device Manager (Control Panel>System>Hardware), and located
the device and do a right click and select Update Driver, the search for a
driver functions normally and the necessary software is installed and the
device will function correctly.

For most devices, this is just a nuisance, but I believe that this problem
may be what is preventing me from getting the necessary drivers installed
for a Toshiba TBW-104UB High Power Blue Tooth Adapter. When I follow the
instructions for installing that device, which are to start the installation
without the device plugged in, the procedure runs normally until at 56% of a
progress bar that indicates the status of completion of the installation, I
am asked to plug in the device and press the OK button. When I do that, the
above issue with the Found New Hardware Wizard ensues and while pressing the
OK button on the Toshiba Driver installation dialog does cause the progress
to move to 63% that is where it will remain - even when left overnight (far
more that the 15 minutes that the installation says it might take.

I have been able to install the drivers for the device on another computer
and have confirmed that it does work OK.

(There's another story about the device manufacturer's support, but I won't
bore you with it and you can probably guess the outcome anyway)

Does anyone have any ideas on how to correct the issue described above.

Which version of XP SP2? Are you running Home, Pro or MCE?

What type of user account? (Administrator need to be used to install most
hardware devices)

Should have mentioned that it was Professional and yes, logged in as
Administrator.
