A "new programs installed" dialogue box keeps appearing attached to the "All
Programs" Tab on the Start menu. How do I get rid of this? Also, the newest
software installed is highlighted in blue, why is this?

To avoid seeing that message in the future, do the following:
Right click an open spot on the Taskbar at the bottom of your
screen.
Select Properties from the menu.
In "Taskbar and Start Menu Properties", click on the Start Menu
tab.
Hit the Customize button.
In "Customize Start Menu", click on the Advanced tab.
Remove the check mark from the box next to "Highlight newly
installed programs".
Click OK twice.

Here's an article with more info:

Do Not Highlight Newly Installed Programs

Good luck
