New Connection Wizard

When trying to set up a dial-up account using
"New connection wizard".

The Choices for Internet connect are grayed out and the only one available
is the
"Connect using a BroadBand connection that is always on"

The modem is working and enabled. It works with phones tools.

Telephony and the services dependent on telephony are started.

What could be the Problem.

Microsoft Preferred Customer

The problem could be that you are not logged in as Administrator or user with
those rights. Only administrators can setup new connections including install
new hardware such as printers etc. XP is very strict about this rule.
