New Belkin USB card conflicting

I just bought a Belkin USB card 2.0 with 5 ports on it. When I installed it
in my computer and start windows XP it's freezing when entering windows.

I discoverd that it's conflicting on an irq with my sound blaster card. I
went in the device manager to try to change the irq of the sound blaster or
the USB card but I can't as everything is greyed out. I tried installing
sound card before the Belkin or the Belkin before but the stuborn XP just
want to use the same irq for both.

Is there a way we can change those (plug an pray) settings ?

Already tried to change PCI slot.
For the bios, I checked and there is no option to reserve an IRQ for the
sound card.
