network fine but no surfing

I have a pc that can't access the internet, but works fine on the
network. This is the only pc that is having this problem. Other pc's
experiance no problems at all.
It can't ping (IP or domain), surf, ftp, or access anything on th
internet, but it can access the mailserver via a vpn to the main
building just fine, print, browse other computers. It is a perfect pc
with regards to the network but that is all.
I have tried swapping out the cables
I have hooked up a laptop to the wall jack it is normally on the
cables this pc uses.
I have run ad-aware, antivirus, sfc, and winsockxpfix.exe
I have logged in as the administrator and it acts the same so it isn't
profile specific.
I have swapped it's port on the switch. I am truely stumped...
any advice would be greatly appreciated...because I don't want to have
to reinstall...

It might be a hardware issue. Have you downloaded all the required drivers
for your PC? Did you find anything in the event logs?

Winsockxpfix is not the only possible winsock fix. See MS-MVP Chuck's
site, where he comments "There are multiple possible solutions to an LSP
/ Winsock problem, and not one of them have been found to be
consistently more effective than the others. Some of them may fix some
problems, but find additional problems when run a second time."

What's the error when "it can't ping"?

Have you tried pinging by IP address?

And when you look at possible LSP / Winsock corruption, remember that
WinsockXPFix isn't the only tool here.
