Network errors?

Desktop PC connected to router by cable
router connected to cable modem by cable
laptop connected to router wirelessly
2 external USB HDs
NAS - netgear

Have had a few problems recently.
Network Connections folder is empty.
Event ID 4 - Adapter Intel PRO/100 VE Network connection: Adapter
Link down
Event ID 4356 - COM+ Event System failed to create an instance . . .
Event ID 1003 - Your computer was not able to renew its address from the
network for the network card . . .
Event ID 36 - The time service has not been able to synchronize . . .
Explorer - When I click on 'My Computer' in the left column, I wait 2-3
minutes for folders to appear). Not a guess - I timed it. If I click
on a folder in the left pane, I get a list of folders/files in the right
pane. If I click on a folder in the right pane, I get the command.com
screen that stays up or appears for only 1-2 seconds.

Literally uninstalled firewall (disabling XP firewall) and antivirus and
rebooted. Errors persist. Updated drivers (best I can tell). Checked
physical connections and cards inside the PC. Errors persist. Checked
the net for explanations of individual event errors. Did the best I
could but the resolutions are not always easy to follow.
Suggestions please.

Thanks for the reply. Checked out causes as listed.
CAUSE
This behavior can occur because of one or more of the following reasons:
• The Plug and Play service is not running, causing the Local Area
Connection icon to not be displayed. (already running)
• The Remote Procedure Call (RPC) service is not running, causing the
Make New Connection icon to not be displayed. (already running)
• You used the Dcomcnfg.exe tool to change DCOM default settings,
causing the error message listed earlier in this article to be
displayed. (have no idea what dcomcnfg is or how to run/stop it.)
• One of the following network dlls is not properly registered.
• Netcfgx.dll (no idea how to register these)
• Netman.dll
• Netshell.dll
• The Network Connections service is disabled or is not started, causing
the Local Area Connection icon to not be displayed. (running)

to register a dll;
Start>Run.....in the open box type regsvr 'nameof.dll' (eg netcfg.dll)

Dcomcnfg is a command line tool

Add another Event error
Event ID 10010 - "The server (XXXXXXXXXXX) did not register with DCOM"
And if I go to Computer Management>Storage> Disk Management, after a 2
minute wait I get Logical Disk Manager|Server execution failed"
BTW, nonoe of these errors on my laptop.

Another finding. When I select
Computer Management>Storage>Removable Storage, I get the hourglass for
eternity (OK, 15-20 minutes). Have to kill it with 3-finger salute -
listed as 'Not responding.'

Found a web site listing Event ID 10010 causes. It contains the same
GUID I have in my error - {D61A27C6-8F53-11D0-BFA0-00A024151983}.
This seems to be related to Removable Storage service. I stopped the
service just to see what would happen - nothing. But, I haven't
rebooted yet. The web page refers me to M825118 for a hotfix. I can't
find that article.
MS has a kb article CO_E_SERVER_EXEC_FAILURE that lists the same GUID.
This article refers me to a hotfix but, again, I can't find it. It
also tells me to insure I have the latest service pack.
How do I know if I have the latest service pack?
Do I need the hotfix and, if so, where do I get it?
What will I lose if I keep Removable Storage disabled?
