Network applet restriction

Is there any way to restrict a user's ability to access
only the Network Identification tab (applet) in System
Properties (control panel/system)?
I don't want to disable all access to the System
properties applet because our developers need access to
the Environment and performance options, only the Network
Identification section, but that seems to be the only
choice I can find using GPO.

Oh, and our users are all on Windows 2000 if that makes a
difference.
