net stop won't stop rtvscan.exe

rtvscan is using all CPU resources, but it seems
impossible to stop the norton antivirus.

Is there a way to kill a process that is not responding to
the "end proces" in task manager, and answers with
"The service could not be controlled in its present state"

to net stop ???

(is there something like the old unix 'kill -9')
