.NET Framework 1.1 Setup: Fails to register System.EnterpriseServices.dll

Hi,
I've been trying to install the .NET framework (v1.1) on my XP PRO
machine for almost as long as v1.1 has been out!!! still no luck after
getting different install packages (dotnetfx.exe and dotnetredist.exe)
The installer always fails when it attempts to register
System.EnterpriseServices.dll at the end of the installation. (MSI
Error code 1603) The error dialog is similar to this:

(title) RegSvcs.exe - Common language runtime could not run the given
program

(content) Could not run the give program. _CoreExeMain failed.

How can I fix this problem? Is there another setup program that
doesn't use MS Installer that will install .NET Framework?

Thanks,
TS
