Need to help friend uninstall windows XP

My friend has an older dell notebook with Windows XP installed and he has an operating disk and a driver and application disk but none of those seem to have the ability to give you uninstall everything command ... and then reinstall .... so does windows Xp have a command prompt like windows 98 did so that i can force it to wipe out system and if i did would i just be able to put his windows cd in and reinstall ???? please helppppppppppppppp

Boot from the CD,follow prompts.By the way,what is the real problem?

Here we go again. Dell recovery disks can only be explained by Dell themselves. They appear not to be complete XP disks from the number of posts I see here on this subject. Dell appears not to care that so many are having problems. Dell is only one letter different than Hell and both places seem not to care too much about the souls lost in their world. }:~)

All of my Dell systems, and those of my clients, DO NOT HAVE RECOVERY DISKS. They have
Dell OEM Windows XP CDs, which boot, and seem to have all of the same options as a retail
Windows XP CD. They even have the \VALUEADD\MSFT\NTBACKUP folder which some OEM Windows
XP CDs don't include.

I won't debate Dell's using it's old stats for being number one in tech support. From
experience, since they farmed out the tech support to India, it's not been as good as it
was. I have no complaints about Dell as far as what they give for the $ with their
"Advertised Specials." Catch them on a week when they give the most freebies, and it's a
good deal. The week that I purchased my last system, there was free double memory, free
CD-RW drive and third party software for it, free flat panel monitor, free shipping, and a
$100 mail in rebate.

Greetings --

Simply boot from the WinXP installation CD. You'll be offered the
opportunity to delete, create, and format partitions as part of the
installation process. (You may need to re-arrange the order of boot
devices in the PC's BIOS to boot from the CD.)

Greetings --

Dell provides a real installation CD that has all of the
capabilities of a retail installation CD, with the single exception of
being transferable to another computer. Perhaps you should learn more
about computers and give the cutesy word games a rest.
