Need to boot to safe mode

OK, here's a new one for me. I can boot into normal mode just fine but I
need to boot to safe mode to get rid of some malware. The only problem is,
after I log on in safe mode I get the You are running in safe mode window for
a moment and then it disappears and safe mode never finishes loading.

I am running WinXP Home SP2

Can anybody help?

After the dialog disappears, open Task Manager by Ctrl+Alt+Delete, then click File >
New > Type explorer then click OK.

I already tried using task manager to start explorer.exe. All that does it
bring up the warning window again, for a moment but it still does not load.
