need help with network

On one of the PCs on the network via a router with DHCP,
there is an ip address 169.254.x.x range. I have disabled
and removed all firewalls and doesn't help. Somebody told
me to reset the TCP/IP stack. What is the TCP/IP stack? I
did reset the TCP/IP Protocol but not sure about this
stack thing. Any suggestions?

Sam,
IT looks like alot of people are having this problem.

if you reset the TCP/IP protocol with the "netsh int ip
reset resetlog.txt" that will reset the stack too. I
think that person was using the stack as the word
protocol. It is pretty much the same thing.
