Need help removing restrictions

When I try to open IE7 menu Tools/Internet Options, or the link to it in the
Windows Mail menu,
I get this window:

"This operation has been cancelled due to restrictions in effect on this
computer. Please contact your system administrator."

This happens when I am logged on as administrator. When I switch users to
"standard" the problem doesn't happen, and tools/internet options opens
normally, but I can't do settings for the admin account from that. How do I
remove whatever Restrictions the window refers to?

Click Start, type regedit.exe and press ENTER
Navigate to:
HKEY_CURRENT_USER\Software\Policies\Microsoft\Internet Explorer\Restrictions
Delete the value named "NoBrowserOptions"
Close Regedit.exe
