Need help please with install MS Streets & Trips 2008 on new Toshiba laptop (Vista Basic); Errors 13

Hello, all.

I just bought a new laptop running on Vista. This is my first experience
with Vista. I created only one username and it was an Administrator-level
user. I also bought MS S&T 2008 (the basic version, w/o GPS) earlier this
week. This was my first experience with a DVD-based S&T. My previous S&T
experiences were limited to CD-based edition, i.e. 2006 and before.

I have had no luck installing S&T 2008, and some helpful posters on the
Microsoft S&T forum suggested that I post here for help.

Whenever I try to run setup_ST.exe, as an administrator, and after turning
off my firewalls and anti-virus programs, the setup program would begin to
run, and I would see something about text-to-speech having to be installed
first. Then, after one or two windows appearing and disappearing quickly, I
would get the same error message that one of the prerequisite components
failed to install and that setup would now exit.

When I went to the Windows event log, I would find an error message like
this:

Product: TTS Wrapper -- Error 1303. The installer has insufficient
privileges to access this directory: C:\Program Files\Common
Files\SpeechEngines\Microsoft\TTS20\1033. The installation cannot continue.
Log on as administrator or contact your system administrator.

I kept trying to research Error 1303 and Vista online, and found something
from a Quickbooks page. Since that page outlined steps to change the
security/permissions for the Speech Engine under Program/common files, I
tried to follow those step to give full control to everyone, including
administrators, before running setup_ST.exe again. I still got the same
error message on screen -- that setup had to exit because one of the
prerequisite components had failed to install. However, there was now a
different error in the Windows event log -- Error 1304 instead or 1303:

Is there anyone on this forum who can help me, please? I need to drive from
the San Francisco Bay Area to Orange County, and maybe even San Diego, this
coming Sunday or Monday. I have many stops along the way, and I have a poor
sense of directions. I bought the laptop and S&T 2008 because my old laptop
(Windows XP Home Edition) had screen problems and I couldn't find my S&T
2006 CDs. I am now desperate enough that I just paid for another S&T 2006
on eBay tonight; but I would dearly love to be able to use S&T 2008 for this
trip instead of the old S&T.

Hi Barbara--

I can't find anything directly on point to S&T, although there are a number
of MSKBs that invoke that error and I'll link a couple.

Here's what I'd do though. I'd try fixing the MSI with Method One of this
MSKB:

Then download and run the Windows Installer Cleanup Utility at the bottom of
this link here, and then try your install:
