Naviagation Bar doesn't publish correctly

I am using FrontPage 2003. I am using shared boarders and a theme. After I
selected a graphical image for my Nav buttons they look fine within FrontPage
and show up when I view in FrontPage Browser view.
The buttons do not appear when I publish them to a web - it only shows
hyperlinks.

You must use the Nav buttons from your theme unless you and your host are running the FP 2002 SE (you can't use custom button
themes)

I am using the nav buttons from the theme and my host is using FP02 SE. I
even removed and re-installed the SE with no result.
It looks fine when viewing from my hard drive.

any other suggestions?
Thanks
Marc
