Name order in Contact list different from name order when sending mail

I have my contact list in order of last name, first name.

However, when I start a new message and click "To," I get a list which
is in order of first name, last name.

How do I get the latter in the order last name, first name?

It would be nice to know your Outlook version.
It would be nice to know what you mean by "contact list" and to which view
of it you are referring.
I am going to assume that you actually meant that you have selected a view
of your Contacts _Folder_ that sorts by the File As... field, and that you
have set the File As... field to be in "Last Name, First Name" format. Is
that what you meant?
If so, and if you are using Outlook 2002 or 2003 but not 2007, then the
following will be true if you want to sort the address book view the same
way:
Go to Tools > E-mail accounts > View or change existing directories or
address books > Outlook Address Book > Change. > Set your sort order there
to "File As..."

If any of these assumptions is incorrect, then please post accurate and
complete information. Please always post accurate and complete information.
Do not make us try to guess at things you should have told us.

OK, let me be more precise in my description. In fact, I have solved
the problem, but it doesn't make sense.

I have Outlook 2003.

First, the list of names and addresses that is referred to as
"Contacts" in the "Navigation Pane" is in alphabetical order by last
name, first name.

Second, when I start a new mail message and click, for example, on the
"To" button, I get a list of emails, obviously the same list as
"Contacts" identified above. These have been in the order first name,
last name.

I solved this problem by going to Tools>Email Accounts etc as
suggested below. I already had checked the box for last name, first
name, but the actual order was the opposite. As an experiment, I
checked the box marked first name, last name. Now the list when I
click "To" is last name, first name, as desired.

Can you explain this?
