my spell check is not working but set correctly in options

Hi using MS office pro 2003 the spell check does not work in outlook or word.
options are set correctly but grammer settings are shaded in grey so can not
be used.
Any ideas on getting this working

i have run a repair from the install disk which did not change anything.
any ideas on getting it working?

A repair doesn't magically install it. Run a custom setup (add/remove
components) to verify that the feature is set to "Run from this computer"

When i know try a spell check a window says can not find proofing tools for
welsh any ideas

Did your copy of Office actually came with Welsh proofing tools? Set it to
EN-US or EN-UK and try again.

no and when i set it to EN-US or UK it resets to welsh
