I like to keep only the sub-folders that I assign
under "My Documents." I have moved "My Pictures" and "My
Music" into the C:\ directory.

Recently, an empty "My Pictures" folder keeps reappearing
as a subfolder of "My Documents." I keep deleting this
folder, but it keeps coming back.

What settings need to be changed to prevent this from
happening?

That is a windows system folder under My documents, It's
meant to do that, leaving it should not be an issue.

You can change the My Pictures folder (which is created automatically
by Windows) to a different folder:

1. Load Regedit
2. Browse to HKEY_CURRENT_USER\Software\Microsoft\Windows\
CurrentVersion\Explorer\Shell Folders
3. Modify the My Pictures entry to point to a different folder.
4. Look for 'User Shell Folders' and change My Pictures there as well.
