my computer wont shutdonw.....

when i go to shutdown, everything works fine until the
message 'IT IS SAFE TO TURN OFF YOUR COMOUTER NOW'
after that it just stays like that because normally it
would turn off automatically, so i have to turn it off
manually by holding the power button but then that causes
it to be tuned off improper so when i go to start it up
again i get the scandisk thing. can someone help????
