mx record rollover problem

I apologize for putting this in the Server newsgroup, but while it is an
email issue, the files in question are part of the Win2000 Server OS
apparently.

We are having an issue emailing one domain. The issue is listed under
KB303889, but indicates the files in question are updated via Windows 2000
service packs and hotfixes.

The problem we are running into is the primary mx record for this site is
purposefully invalid, and requires a rollover to the secondary mx record.
Microsoft acknowledges the problem and suggests sp and hotfix updates. The
problem is, we are showing the latest service pack, but the file versions
that KB303889 shows we should be at and the file versions we are actually at
are not the same. For example, the knowledgebase article indicates
mailmsg.dll is supposed to be at version 5.0.2195.6872 after sp 4. We are
actually at 5.0.2195.6666 with sp 4 installed.

I have tried to find hotfixes that may address this, but have been largely
unsuccessful. Can anyone help me in getting the correct hotfix that will
bring us up to the versions in KB303889?

I realize I did not specify the problem other than giving the relevant
article. The problem is unfortunately the server does not roll to the next
available server in the mx list all the time resulting in delayed and
unsendable emails.
