Mustek USB Scanner Drivers

I have the Mustek BearPaw 1200 TA scanner. I had this scanner working on Windows XP but I formatted and reinstalled and now the drivers will not install correctly. There are 3 files that need to be installed. One is called up_libv14.exe. When I try to install this I get the following error, "Cannot find file C:\up_libv14.EXE (or one of its components). Check to ensure the path and filename are correct and that all required libraries are available." I know the path and filename are correct because I browsed to them with the run prompt. When I try to install the mustek twain driver it will get to the end of the install and say, "Could not execute the external program C:\WINDOWS\twain_32\A6U16K\ExtendACL.exe." Is there something I am forgetting to install from the windows CD, maybe? I don't remember having this trouble when I installed it on XP before. Thank you in advance for any help.
