MSN Accelerator

I have Windows XP home edition with all the upgrades including the Service
Pack. However, at some point I lost the use of MSN-Accelerator. It is gone.
It may have happened when I upgraded to IE 7.

I'm not sure how I lost it, but I want it back. I found it helpful in
speeding my dial-up. You could choose a lower quality of graphics which would
speed things up. Then, later if you wanted a clearer view you could change
the setting.

Does anyone know how I can get MSN-Accelerator back on my PC? I'm using MSN 9.
