MSI####.tmp Folders being Created in the Root of a partition

I just installed Windows XP Professional on a new computer system I
put together, and while everything has been running fine, I've notice
that there are some folders in the root of one of my partitions that I
did not create. The folders are of the for MSI#####.tmp where # is a
number or letter. These folders cannot be deleted without me taking
ownership of them and then, and only then, can I delete them. The
folders also appear to be empty. After a little investigative work, it
seems as though these files are being created when ever programs that
requires/uses MsiInstaller are installed as there are entries in
EventViewer that reference MsiInstaller.

I was wondering if anyone knows of a way to stop the creation of these
folders in the root directory of one of my partitions. I've noticed
folders with the .tmp suffix before, but usually they are nested
within a designated temp directory.
