MSI isn't installing or uninstalling programs

I noticed a couple of days ago when I was trying to install MS Project 2003
that I am having a problem installing and uninstalling programs. It appears
that msiexec isn't working properly. I get a message saying that the
installation package could not be opened. When I look at the install log I
see error 1619. I am unable to install any program that uses msi and I am
unable to uninstall any program that uses msi. Also when I attempt to
install the MSI Cleanup Utility it gives me an error 1324 saying that the
C:program Files folder path contains an error. I have tried installing a new
version on installer (3.1) but it didn't help. I have also tried doing a
system restore to just get rid of the problem, but my restores don't go back
far enough.

I've searched Google for two days and haven't seen anything similar to this
problem. Does anyone have any ideas?

Is your system at the Service Pack 2 level? If it is then refer to the
Workaround solution.

I am in the local administrators group, and just tried it again with my
domain admin account. Neither works. Machine has both SPs and latest
updates as well. I gave my user account explicit List Folder/Read Data NTFS
permissions on the folder in question, but it still didn't work.

Next thougt?

Once you set up the options and the log file, try to install the program
again. Maybe there will be more clues in the log files. Also have you
checked the Event Viewer for any clues?

I've done both. the Event Log doesn't show anything, but I will include the
two log files that are generated when I try to install the MSI.

I would suggest posting your log and what you have tried to the Microsoft
Office Project forum. There will be better qualified people in this group
that should be able to help you.

If you are not trying to install the Microsoft Office Project but another
Microsoft Office product then post your log and what you have tried in the
Office group you required.

Remember to turn off the Windows Installer logging when your troubleshooting

This is happening with any .msi that I use. I am only referencing MS Project because it seems to give the best logs. If I just try to uninstall a program or try another install the log is either not as informative, ot non-existant.

I notice you are installing this over a network drive, am I correct? I am
pretty sure this is a network permission issue. If you go to directory on
the computer that is using the networked share \\dalad003\InstallSoftware
and change the permissions and apply to all sub folders and objects in the
Advance menu.

What happens if you try to Install a MSI file from the local drive (not a
networked drive)? Are you on a domain or using a workgroup?

It doesn't matter if I am running a local install, network install or trying
to uninstall from the Add/Remove programs. None of them work. We're not
using Simplified Sharing and I have tried it using my domain admin account as
well and still no luck. I'm really wondering if I'm having a problem with a
corrupt reg, but can't install the reg cleaner either. This is a prob that
is really puzzling me.

Check the Policy settings in registry for the computer having trouble, it
may be the policy restriction being enforced for MSI files. But I do not
think this is the problem.

[HKLM\Software\Policies\Microsoft\Windows\Installer]
[HKCU\Software\Policies\Microsoft\Windows\Installer]

What happens if you reset the permissions on the Computer with the MSI
problem for files, folders and the registry? If you are willing to try.

You may want to contact MS Support.
