msconfig, regedit, ctrl - alt - delete, not working

whenever i try to run msconfig, regedit or the task manager
(ctrl alt delete) it pops up for a second and then
disappears. anyone know what i can do to remedy this
problem?

Additionally, you can use the following commands to copy Task Manager and
MSCONFIG to new file names, and then run the new files.

Open a Command Prompt window and enter:

COPY C:\Windows\System32\Taskmgr.exe C:\Windows\System32\Taskmgr1.exe

COPY C:\WINDOWS\PCHEALTH\HELPCTR\Binaries\MSCONFIG.EXE
C:\WINDOWS\PCHEALTH\HELPCTR\Binaries\MSCONFIG1.EXE

Then run Taskmgr1.exe and/or MSCONFIG1.EXE
