msconfig.exe does not work

I have been reading here for 4 + hrs and none of the helpers say anything
about what is happening to my XP system. I did the
Start/Run/msconfig.exe/Startup remove all the programs, clicked Apply,
restarted my pc, when at Startup a window pops up:... I should put back the
System Configuration Utility back to NORMAL. I click OK, the startup process
continued and the msconfig.exe comes back up and I click NORMAL, have to
restart my pc again.
After reading helps here I did mscon... and I checked the Taskbar &
Startmenu, cleared all the Startups/Apply/restart. The same box saying I
have to turn it back to Normal startup came, and did just that restarted. It
does not work!
I also tried to remove the programs to startup at (Startup) by hand, and
some do not have that Option. My pc has 1.5 GHz and 256 MB RAM and is
slowing down an aweful lot, takes at least 10 mins until I can use it, and
when I move from page to page/window to window it takes sometimes more than
one whole minute (more) for the new page/window to come up, and another 1 for
the page's final download.
Also, I have Trend Micro Internet Security and I know that this program
takes allot of memory to work. I have DSL (Verizon)

What, exactly, is your question? Is there a specific problem you are
trying to solve?

Hello!
msconfig.exe does not work. I cannot remove the programs from Startup!!!! I
have to put the System Cofiguration Utility back to NORMAL, it does not let
me change the Startup process.!!!!!

To prevent an application from starting with Windows:

1- Open the application, go through its menus, look for the setting that
starts the application with Windows, turn that setting off.

2- [If no such setting] Go to Start > All Programs > Startup and delete
the shortcut to the program.

3- [If no shortcut] Contact the application's technical support and ask
for advice.

The Startup tab in the System Configuration Utility is used for
troubleshooting.

The above procedures will likely have no effect if what you want to
prevent starting with Windows is a virus or other malicious software.

Better than msconfig

You can look at what is starting using Autoruns. See if anyhing is
starting that you could equally well use by starting only when the need
arises.

Use Autoruns to find any unwanted start ups!

With Autoruns you can uncheck an item, which disables it from starting,
or you can can right click an item and then delete it. If you uncheck
you can recheck to re-enable the item. It is a much safer approach than
editing the Registry. Another useful feature of the programme is that
you can right click an item and select Search Online to get information
about the item selected.

For a slow Start-Up

Do you leave your computer on 24/7?

Open Disk Defragmenter and click on Analyse. Select View Report and
click on Save As and Save. Now find VolumeC.txt in your My Documents
Folder and post a copy. Do this before running Disk Defragmenter as it
is more informative.

Select Start, All Programs, Accessories, System Tools, Disk CleanUp to
Empty your Recycle Bin and Remove Temporary Internet Files. Also
select Start, All Programs, accessories, System Tools, Disk CleanUp,
More Options, System Restore and remove all but the latest System
Restore point. Run Disk Defragmenter.

Try Ctrl+Alt+Delete to select Task Manager and click the Performance
Tab. Under Commit Charge what is the Total, the Limit and the Peak?

You should be able to gather more information from Task Manager. With
the Processes tab open select View, Select, Columns and check the boxes
before Peak Memory Usage and Virtual Memory size. What are the figures
for the 6 processes using the largest amounts?

Please post copies of all Error and Warning Reports appearing in
the System and Application logs in Event Viewer for the last boot. No
Information Reports or Duplicates please. Indicate which also appear in
a previous boot.

You can access Event Viewer by selecting Start, Control Panel,
Administrative Tools, and Event Viewer.

A tip for posting copies of Error Reports! Run Event Viewer and double
click on the error you want to copy. In the window, which appears is a
button resembling two pages. Click the button and close Event
Viewer.Now start your message (email) and do a paste into the body of
the message. Make sure this is the first paste after exiting from
Event Viewer.

Are there any yellow question marks in Device Manager? Right click on
the My Computer icon on your Desktop and select Properties,
Hardware,Device Manager. If yes what is the Device Error code?

After making any changes in MSCONFIG, you'll see that notice on restart.
This is a nice feature to avoid problems that could happen when an
unexpected change is made to your system. Since you purposely disabled some
startup programs, the dialog box appeared (as it should, this is how it's
designed to work) and you can safely dismiss it.

Then run your system for a while to determine it's running to your
satisfaction. Check that your printer works the way that you want it
(startup items for OEM printer software are very common). Check *any*
devices that may have had startup items disabled.

If you're happy with how all is going, you can leave things as they are or
you can try tracking down each application and disabling it manually.
(Re-enable in MSCONFIG and use the program's interface to disable startup
behavior instead). If you decide to let MSCONFIG manage all of this for
you, check the "do not show this again" box on the next restart - then you
won't be nagged about the state of MSCONFIG on every restart.

If you're not happy with how the system is running, you can easily open
MSCONFIG and revert to what you had before and start over on this problem.
Or if you find one or two items are "must haves" to support your
peripherals or work flow habits, enable just those items in MSCONFIG again.

BTW, XP is not resource dependent like the Win9x family was. Unless you run
into some sloppy inefficient code or overly demanding application, you can
allow convenient things to run at startup and not sweat the overhead.

Extremely long reading, and performing actions was given, but I just made the
change in 2 clicks withe ErrorKiller's program I have for my pc. Remove
Startup programs at boot time, I check the programs that I didn't want there
and then click the Remove Selected button. I chose to restart my pc, went to
check msconfig... and they are not there.

No I do not leave my pc on 24 hrs, who would I say!

Thank you all for trying to help me, but it turned out I helped myself.

Why do you say that Leonard? All that was written to help my pc's cause did not work, I did could not make any changes with msconfig.exe, my pc did not allow the changes I was making with it. I didn't have any other choices, and I didn't want to add another program to my pc until I can fix this extremely slow startup to make it even slower like Wally added here.
I'm not a Tech and I tried the steps and it does not work.
