msconfig error

owner ran msconfig to remove some startup items. At restart, gets past
Welcome screen to gray desktop with Windows Explorer error message. No Start
button, system tray, just a generic screen. Owner can't remember what changes
he made while in msconfig. Ran the System Restore Utility, restoring to this
morning's System Set Point. No difference - still have the explorer.exe error
message, gray desktop. I got called in the repair. Followed the msconfig
instructions I found online - support.microsoft.com/?kbid=310353 and
....=310560 - no change. Still getting Windows Explorer error message, citing
deskbar.dll missing specifically. Any help is appreciated.

Deskbar.dll is a MSN Deskbar extension.
Can you log on in Safe mode?If you can then either try to do a System
Restore or enable all items so far you unchecked in MSCONFIG start up
items;you may have to reinstall MSN Toolbar.

What is the EXACT error message?

Can you boot to safe mode?

If you get into Windows, normal, safe or selective, but lacking a start
button, you can run programs using ctrl alt delete keyboard combination.
That will bring up task manager. Left click "file". Left click "new task [
run ]".

Look in event viewer. Start > run > type: eventvwr.msc
Maximize screen.
On left, click on "system". On right, look for "error". Right click
"ERROR". Left click "properties".
Do the same for "application" .

The Event ID, Source and description will be useful.

MSCONFIG is not the proper way to remove startup items. MSCONFIG
is a trouble shooting dashboard. Just run msconfig again and enable
everything,
to get back to normal.
